The purpose of the committee shall be to promote and establish the highest standards in youth sports programming, to recommend, determine, implement, and interpret rules, regulations, and policies governing Regional and Citywide Youth Athletic Programs of the Department of Recreation and Parks of the City of Los Angeles.

To stimulate program development in the realm of athletics. |

To encourage and coordinate athletic endeavors with other youth serving agencies. |

To develop the highest ideals of good sportsmanship in the participating athletes and volunteers. |

To serve as a sports advisory source and protest committee for the recreation personnel of the Department of Recreation and Parks. |

To reflect gender equity in membership and appointments. |

**View Additional Tournament Guidelines**
Participants include players, coaches, representatives, spectators, and staff. Parents/Guardians include step and biological parents, siblings, friends of family, and center's coaches.This recreation all-star tournament is a special sports event to display and applaud the talents and character of the Recreation and Parks league participants.These participants are chosen by the following characteristics:

Appropriate age for the division chosen by January 1, 2007 of present year and proper verification of age. (list of acceptable forms for proof) |
| 2. |
Played in at least half of the games during the season in age division at the recreation center. |
| 3. |
Recreation Center has two or more teams in the age division and played in league play. |
| 4. |
Neither was rostered nor played on the Varsity or Junior Varsity in the sport. |
| 5. |
Display of proper character during the season that is appropriate to represent the Department of Recreation and Parks &/or the center he/she represents. |
| 6. |
Chosen by the coaches, players, and/or staff to represent the center. |
| 7. |
Playing time in the tournament game or in the tournament is not guaranteed, just encouraged! |
Parents and participants must be aware that the same rules and guidelines that have dictated play and participation in their house leagues are not always the same as the tournaments rules.
